Is there a need for new homes in South Kesteven District?
All councils in England are expected to allocate land to deliver enough homes to meet the needs of residents and safeguard land for future development. In December 2024, the National Government introduced a new method for calculating how many homes a Local Authority needs to supply. This increased South Kesteven’s target by 33% to 886 homes per year.
Therefore, South Kesteven District currently needs more new homes to meet the needs of residents. Taylor Wimpey believes that this site at Mill Drove is an ideal location to provide a sustainable extension to Bourne and to help meet the District’s housing need.

Is this site included in the Local Plan?
As South Kesteven District Council is currently unable to demonstrate sufficient ‘housing land supply’, they are reviewing their Local Plan, which sets out land suitable for development to meet local needs.
This site is included in the emerging Local Plan as a housing allocation with the capacity for up to 326 homes. This demonstrated that the Local Authority recognises that the site is a suitable and deliverable location for development.
What types of homes will be built?
Up to 326 homes will be built on site, offering a balanced mix of housing types and tenures to meet local needs. This includes around 97 affordable homes, a 30% affordable housing provision. This is in line with the requirements for the site in the Emerging Local Plan.
The final number and details of housing types and mix would be subject to future detailed planning applications and decided in collaboration with the council.
How will the development impact local services, like schools and hospitals?
The development proposals will provide details of a proportionate funding mechanism to deliver the necessary infrastructure to address the impact of the site at Mill Drove on the local transport network and on education and healthcare services. This will be secured through a legal agreement known as a Section 106 Agreement with South Kesteven District Council, Lincolnshire County Council, and other stakeholders.
How will vehicles access the site?
Vehicular access to the site will be directly from two access points off Mill Drove. Comprehensive transport assessments will be submitted alongside the Planning Application, demonstrating that the local transport network is able to accommodate additional traffic movements.
What measures will be taken to protect and enhance local biodiversity and green spaces?
A biodiversity net gain will be achieved through dedicated areas for nature and habitat enhancement. The development will also include new attenuation ponds and sustainable drainage systems (SUDS) to manage flood risks and improve local biodiversity. The existing Car Dyke corridor will be improved and enhanced to screen views into the site.
What measures are being taken to ensure the homes are energy efficient?
Taylor Wimpey is committed to sustainability, incorporating high standards for energy efficiency, cooling, and ventilation in all homes. The homes will be future-ready, designed to meet the new Future Homes Standard regulations and be zero-carbon ready by 2025. This includes using low-carbon technologies, EV charging points, and solar panels, promoting sustainable living and reducing heating and energy demand.
